Bank Accounts in Egypt for Foreigners: Documents, Banks and a Real NBE Case

A practical Egypt bank-account guide covering a two-passport NBE case, documents, timelines and current requirements from seven banks.

Short answer

A foreign national can apply for a personal bank account in Egypt. A tourist visa does not automatically mean rejection: HSBC, for example, publishes a route using an original passport with a valid entry visa for both resident and non-resident expatriates, although non-resident accounts require special approval. ADIB and Emirates NBD publish stricter conditions for the current accounts reviewed here, including valid residency and, at Emirates NBD, a work permit.

The most important practical detail for anyone holding two passports is this: apply with the passport that contains the valid Egyptian visa or entry stamp. In one National Bank of Egypt (NBE) branch, an application could not be made using the applicant’s second passport because the entry stamp was in the Russian passport used to enter Egypt.

In the same case, NBE did not open the account immediately on the Russian passport. The application went through an additional review. Branch staff said they would call within several days if it was approved and might not make a separate call after a rejection. According to the employee, an approved account and mobile-app access should appear in about two days, with a debit card delivered by courier in roughly two weeks.

That is more useful than ending with “ask the bank”. The sections below show what to carry, which banks fit different document situations and what to obtain before leaving the branch.

NBE: a real two-passport case

This section is based on a personal visit by the project author to one NBE branch in Egypt in September 2026. It is a verified individual route, not a promise that every branch or applicant will receive the same decision.

When the entry stamp is in the other passport

The applicant held two valid passports. He entered Egypt on the Russian passport, so the tourist visa and entry stamp were in that document. The account could not be opened using the second passport: the employee required the Egyptian entry evidence to appear in the same passport used for the customer record.

The practical approach is straightforward:

  1. Open the identity page and the Egyptian visa or entry-stamp page before reaching the desk.
  2. If you have dual nationality or two passports, bring both, but present the passport showing the current Egyptian entry as the primary document.
  3. Do not expect the second passport plus a verbal explanation to replace the missing entry evidence.

What happened with the Russian passport

The branch accepted the passport for an application, but there was no immediate account opening. The employee described an additional review and a possible call within several days after a positive decision. The review was not itself a refusal: banks may need time to assess identity, address, source of funds, tax residence and expected account activity.

The employee described the post-approval steps and timings as follows:

  • the account and mobile-app access should work in about two days;
  • the physical debit card should take roughly two weeks;
  • a courier delivers the card to the supplied address.

Treat these as observed timings for one application, not an official NBE service-level promise. Before leaving the branch, record the submission date, desk or employee reference, communication channel and next expected step. Keep an application reference if one is provided.

What to take on the first visit

A small but convincing document file is more useful than one passport followed by several return trips:

  • the original passport containing a valid Egyptian visa or entry stamp;
  • a second passport if it explains another nationality, name or travel history;
  • copies of the identity page and the visa or entry-stamp page;
  • address evidence, such as a tenancy contract plus an available utility bill, or an official document for a permanent overseas address;
  • employment and income evidence, such as an employer letter, contract, existing bank statement or business papers;
  • clear evidence for the source of the first deposit;
  • an active Egyptian mobile number and email for calls, messages and app access;
  • tax number and tax-residency information where relevant.

Not every bank will use every document. Address and source-of-funds evidence are, however, the items most often added to a passport in published bank requirements. Pay for translation or certification only when the bank identifies the required format; an intermediary’s pre-packed “complete file” may not match the selected bank.

The table deliberately avoids declaring one “best bank”. Its purpose is to reduce the list to two or three realistic options based on documents you already hold.

Where to start

You have a tourist visa but no residency

Start with HSBC, whose official page explicitly mentions non-residents, or NBE if the documented field route fits and you can wait for additional review. Mashreq’s savings-account page also mentions non-residents holding a valid visa, while its current-account page is aimed at expatriates living in Egypt. Do not carry eligibility from one product across to another.

You have valid residency or a work permit

Add ADIB, Emirates NBD and Mashreq to the shortlist. The next filters are product cost, account currency, international transfers and access to a convenient branch.

You have strong income and address evidence

Compare ADCB and CIB. Their public lists explicitly call for income/source-of-funds and address evidence. That is not guaranteed approval, but it tells you exactly how to strengthen the application.

What to say at the branch

Lead with the facts that determine the route:

I entered Egypt on this passport; the valid visa and entry stamp are here. I want to open a personal account as a non-resident. Here are my proof of address and source-of-funds documents. How will I receive the decision, and can I have an application reference?

Resolve five points in the same conversation:

  1. Which product is available for your status: current or savings.
  2. Which currency can be used for the primary and additional accounts.
  3. Whether a minimum balance applies and what regular service costs.
  4. When the account should appear in the app and how access is activated.
  5. When and where the card will be received: branch collection or courier.

After applying: leave with a next step

An application under review should not become an indefinite wait. Before leaving, record:

  • submission date and selected product;
  • application or enquiry reference, if the bank issues one;
  • the phone number on which the decision will arrive;
  • the approximate response time stated by the employee;
  • what counts as approval: call, SMS, email or an account appearing in the app;
  • the official way to request status if no message arrives.

After opening, verify app access, the spelling of your name, currency and account number or IBAN. Do not send a large amount until the details appear in the official app or signed documents. Activate the card only through the bank’s channel, and never disclose a PIN, CVV or one-time code.

If the bank does not respond or a dispute begins

Start with a formal complaint to the bank and keep the reference. The Central Bank of Egypt’s published process says the bank should provide a complaint reference immediately or within two business days. Its normal response window is up to 15 business days, apart from cases involving external parties. If the response does not resolve the issue, use the bank’s objection process and then the CBE escalation route when its conditions are met.

A missing application callback and a banking complaint are not automatically the same thing. If the stated review time has passed, first request the application status through an official bank channel. A complaint is appropriate when the bank fails to follow the communicated process, does not explain a charge, withholds documents or otherwise breaches customer rights.

What can genuinely change

Identity, lawful stay, address and source of funds are relatively durable parts of the process. Minimum balances, fees, currencies, card arrangements and internal risk treatment for particular nationalities can change faster. Compare pricing against the bank’s tariff on the application date, while improving this guide with structured field evidence: bank, city, date, accepted documents and time taken at each stage.

Common questions

Can a foreigner open an Egyptian account on a tourist visa?

Sometimes. HSBC publishes a non-resident route using a passport with valid entry visa, while the documented NBE case accepted a tourist-visa application for additional review. Neither route means automatic approval.

Which passport should I use if I have two?

Use the passport on which you entered Egypt and which contains the current visa or entry stamp. Bring the second passport, but do not expect it to support the account alone without entry evidence.

Does NBE open accounts for Russian citizens?

In the case documented here, NBE accepted an application on a Russian passport and sent it for additional review. That demonstrates an application route, not guaranteed approval for every Russian applicant.

How long do an NBE account and card take?

The branch advised that after a positive decision, account and app access should appear in about two days and a courier should deliver the card in roughly two weeks. This is a stated estimate, not an NBE guarantee.

Is Egyptian residency mandatory?

Not for every published route. HSBC explicitly mentions non-residents, while ADIB and Emirates NBD require residence or work authorization for the current accounts reviewed here. Match the bank to your status instead of forcing one checklist onto every bank.
