How to Choose a SIM Card or eSIM for Mobile Internet in Egypt

Short answer

For a short trip, you have three sensible options: keep your home SIM on a roaming package, install an international travel eSIM before arrival, or buy a local Egyptian tourist SIM. A local line makes sense when you need an Egyptian number, local calls or a locally managed data bundle. Buy it from an official operator outlet, not from an unknown seller offering a pre-activated SIM.

Egypt has four mobile network operators: Vodafone, Orange, e& and WE. None can honestly be called the best everywhere. Signal can change between streets, hotel rooms and floors, so choose for the places where you will actually use the phone. Package prices and allowances also change; the dated snapshot below is a starting point, and each operator link lets you confirm it before paying.

These are current examples from operator-owned pages, not reseller quotes:

Its page says tourists are eligible, while the foreign-resident FAQ separately says a valid residence is needed for an eSIM from a shop. Ask the official shop which route applies to your document status before paying.

The useful choice is not “which logo is best?” If you need only data immediately after landing, compare a travel eSIM with the current tourist packages above. If you need an Egyptian number, local calls or local top-ups, buy a tourist line from an operator outlet and activate it there. For a long stay, ask for the ordinary foreign-customer route tied to your valid residence.

What may change: bundle price, allowance, tax treatment and renewal rules. The identity rule is more stable: NTRA’s published regulation requires a foreign customer to appear in person with the original valid passport and residence document for an ordinary local line; tourist products can have a separate operator process.

Which connection type fits your trip?

A travel eSIM and an Egyptian operator eSIM are different products. A travel eSIM is sold by an international provider and normally uses roaming on a partner network. A local Egyptian SIM or eSIM follows the local registration process.

Vodafone, Orange, e& or WE: what is officially confirmed?

All four operators publish relevant visitor or eSIM information, but they do not describe the same purchase process.

This is why a generic “buy any eSIM at the airport” instruction would be misleading. A physical tourist SIM is clearly documented by several operators. Local eSIM eligibility is more dependent on the operator, the customer’s status and the transaction type.

Documents and registration for a local SIM

NTRA’s rules for non-Egyptian customers say that the buyer must visit an operator branch in person with an original valid passport and a valid residency document, sign the contract and receive a copy. The operator keeps a colour copy of the identity and residency documents. The regulator also says line validity is linked to the foreign customer’s residency period.

For a visitor, ask the chosen operator what it accepts as the residency or entry document for your status; do not assume that a passport alone will complete every workflow. Bring the passport, current visa or entry/residency evidence, the phone and a payment method. The original documents are for verification; keep your contract and receipt after the sale.

Buy from an official outlet

NTRA says telecom services should come from licensed operators. An official branch or operator-branded airport outlet is the clearest route for a new tourist line. The My NTRA app also includes an outlet directory.

Avoid a line already activated in another person’s name. If the registration does not match you, replacement, blocking or recovery can become difficult. Before signing, ask to see the full package terms and keep the receipt or contract; NTRA’s branch rules explicitly give customers the right to review terms and retain transaction documents.

What to confirm before paying

Ask the salesperson to show you, preferably in the operator’s app or written terms:

• the exact line and bundle name;
• the total price, including tax and any activation fee;
• data allowance and validity;
• whether calls, SMS or international minutes are included;
• what happens after the data allowance ends: blocking, throttling or extra charging;
• whether the bundle renews automatically;
• whether hotspot/tethering is allowed;
• the official way to check usage, renew and top up.

“Unlimited” is not enough information on its own. Ask whether a high-speed allowance or fair-use limit applies.

Check activation before leaving

1. Save the Egyptian phone number.
2. Turn off Wi-Fi and load a web page using mobile data.
3. Make a test call or SMS if your package includes it.
4. Open the official operator app or balance-check method and confirm the intended bundle is active.
5. Check the validity or renewal date.
6. Keep the receipt, contract and support details.

If something is wrong, it is much easier to correct the registration or bundle while you are still at the counter.

Physical SIM or eSIM

For a local eSIM, first check the exact phone model with the device manufacturer and the operator. Connect to stable Wi-Fi during installation. QR-code rules are not identical: operators may limit the activation window or allow a code to be used only once. Follow the issuing operator’s instructions and do not forward an unused QR code or post its screenshot.

Ask what happens if you delete the eSIM profile, reset the phone or replace the device. Orange and e& both say some replacement cases require a store visit. If you use Dual SIM, make the Egyptian line the mobile-data line and check that your home line cannot silently use expensive roaming data.

Which network is best in Hurghada, Cairo or another city?

There is no single answer for an entire city. Ask your hotel, host or landlord which network works inside the actual building, not just outdoors in the district. NTRA’s My NTRA app includes an operator quality map by area, but even an area-level result cannot guarantee reception behind thick walls or on a particular floor.

If reliable data matters for work, test the line at the property before committing to a large renewal. Keep hotel Wi-Fi or your home SIM as a backup during the first day.

Unexpected charges or paid add-ons

Check active services in the operator’s official app and save the relevant SMS messages. NTRA’s free code *155# is specifically for checking or cancelling certain value-added entertainment services; it is not a general refund code or a replacement for operator support.

For a billing or activation problem, contact the operator first and ask for a complaint reference number.

Where to complain if the operator does not solve it

If the operator does not provide a satisfactory solution, NTRA accepts escalated telecom complaints. Its official contact page lists short number 155, an online complaint form, email and WhatsApp channels. The published hours for 155 are 8:00–22:00 every day.

Keep the operator’s ticket number, your line or contract number, dates, receipt, relevant SMS messages and screenshots. NTRA says it investigates complaints using evidence from both sides. These channels handle telecom disputes; they are not emergency response services.

Separate topic: phone/IMEI registration

SIM registration and registration of the phone itself are separate matters. In its 20 January 2026 notice, NTRA said the imported phones of tourists remain exempt for 90 days. The same notice directs users to the official Telephony system for device status and fees. If you will stay longer, change immigration status or keep using the phone in Egypt, check the current NTRA/Telephony rule for your case instead of relying on an old travel blog.

Common questions

Can a tourist buy a SIM card in Egypt?

Yes. Vodafone, e& and WE publish products specifically for tourists, and Orange publishes visitor/eSIM information. Registration still depends on the documents accepted for your status, so take your original passport and current entry or residency evidence to an official outlet.

Can a tourist get an Egyptian eSIM?

Sometimes, but do not assume the process is identical across networks. Orange explicitly mentions tourists on its eSIM page, while also stating that foreigners need valid residence. Vodafone, e& and WE publish eSIM services, but their public pages do not all clearly promise a new local eSIM to every short-term visitor. Confirm before depending on it.

Should I buy at the airport or in the city?

An official airport outlet is convenient and Vodafone explicitly says its Tourist Line is sold there. A city branch can be useful if you want more time to compare. In either case, verify the outlet, total price, bundle and activation before leaving.

Which Egyptian SIM has the best coverage?

No operator is best in every hotel, district and route. Use current area-level information, ask about the exact building and test where possible.
